There should be some industry standards to this stuff.” Eleven words of mild frustration. But as a diagnostic, they are precise.

The config-file problem is, on its face, trivial. Rename the file, move on. But it is a surface symptom of something structural: the agent tooling industry is in full Cambrian explosion, and no one has agreed on what any of the shared primitives should look like. The instruction file is merely the most visible edge of a much wider fragmentation.

It does not specify how agents receive context, how they persist memory, or how one agent hands off state to another.

The honest answer is: the incumbents with the largest installed bases. When a developer has built their entire workflow around CLAUDE.md, task hooks, and a library of platform-specific skills files, switching to a competing tool is not a configuration change — it is a rewrite. The friction is not accidental. It is the natural consequence of building a cohesive, well-designed experience within a single vendor’s ecosystem, where that coherence happens to be incommensurable with every other well-designed ecosystem.

This is not a conspiracy. It is the ordinary dynamic of a market in which standards have not yet crystallised. Each vendor is building to win, not to interoperate, and building to win means optimising every layer of the stack for your own agent runtime. The instruction file is a small piece. The memory format is a bigger one. The multi-agent handoff protocol — how one session delegates to a subagent, how that subagent reports back, how state is preserved across the boundary — is the piece that will matter most as deployments grow in complexity. None of it is standardised. None of it is even close.

The fragmentation tax is paid almost entirely by the builders working at the intersection of more than one tool. A solo developer running a single agent against a single codebase with a single provider never feels it. A team running one CLI for implementation, another for exploratory drafting, and a separate orchestration layer for multi-agent pipelines feels it constantly. Every new tool is a new config file to maintain, a new memory format to understand, a new set of conventions to internalise — and then keep separate from all the other conventions already in play.

The cost compounds at the team level. When two engineers on the same project have built their agent setups against different conventions, they cannot share context files, cannot share skills, cannot assume that the memory one agent wrote is legible to anyone else’s. The implicit knowledge stays locked in individual setups. The productivity gain that agents are supposed to deliver gets partially recaptured by the overhead of managing ecosystem fragmentation.

History offers two models for how this resolves. In the first, a de-facto standard emerges from market dominance: one vendor’s conventions become so widespread that others adopt them for compatibility, the way HTTP and JSON became the only options worth caring about. In the second, an independent body codifies what the market has already half-converged on, and the formal standard accelerates adoption of what was going to win anyway.

MCP is the clearest evidence that the second path is achievable. Anthropic published the spec, Microsoft and other major vendors endorsed it rapidly, and it achieved cross-vendor adoption within months that took REST years to reach. But MCP is fundamentally a connectivity standard — it answers “how does the agent reach the tool?” The instruction file, the memory format, and the multi-agent handoff are upstream of that question. They are about how the agent understands its own context, and no one has touched them.

The candidate for a de-facto standard is obvious: whichever vendor captures the most serious builder mindshare. That conversation is live, actively contested, and still genuinely open. What is not open is whether the problem needs solving. It does. The gripe that started this was mild. The structural friction it names is not.

The config-file gripe is not about config files. It is about whether the agent ecosystem will mature into an interoperable layer that serious engineering teams can build on, or remain a collection of well-engineered silos that extract loyalty through friction. MCP proved that cross-vendor standardisation is achievable when the problem is scoped narrowly enough. The instruction file, memory persistence, and multi-agent handoff are the next three narrow problems. Until someone scopes them, the fragmentation tax accrues — quietly, constantly, to the builders doing the most interesting work.
